Job purpose
To effectively support OQ E&P HSE Support department by following up and oversees compliance with the HSSE Management System and be a custodian of the international HSE Integrated Management System (ISO 9001, ISO 14001 & ISO 45001) and other related standards under Manager HSE Planning & Performance scope. Develop stringent plans to enable OQ E&P assets to be certified in the HSE IMS standards and coordinate certification/ re-certification /surveillance audits ensuring no NCRs recorded. Establish and Maintain, HSEMS Manual, Standards, Procedures, Guidelines and all other related documentation as per the hierarchy of ISO requirements and industry best practices and introduce training, awareness programs and helpdesk for the HSE IMS and any other HSEMS related documents/ systems. Support the group on all system tools & techniques (such as but not limited to Intelex) in managing the IMS and its data.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.
Main tasks and responsibilities
- To effectively guide OQ E&P strategic activities and operations by designing and implementing the HSE IMS.
- Coordinate the availability of Local and International Standards for use in the HSE IMS
- Develop, review, and update HSE Management System Documents including policies, standards, procedures, guidelines, checklist, forms, and records.
- Distribution and controlling of documents and records according to the HSE Distribution Matrix, controlled document numbers, etc.
- Promote a common understanding of the HSE IMS by planning working sessions, workshops, and meetings to improve its implementation according to the standards articulated by the group.
- Lead and implement best practices to ensure that OQ HSE IMS documentation is in line with local and international standards such as; ISO 9001, ISO 14001, ISO 45001.
- Establish annual internal & external audit plan to verify effectiveness of IMS, liaison with trained internal auditors for their availability for audit, liaison with process owners to prior to scheduling audit for their availability.
- Ensuring availability of previous audit information to all stake holders such as audit reports and previous Non-conformance data base.
- Organising Management Reviews Meetings (MRM), with advance communication of agenda, obtaining input prior to management review.
- Periodical review of open actions items of management review outcome and internal audit NCRs closure and its effectiveness.
- Facilitate review and updation of procedures, coordinate with department focal points, coordinate with interfacing departments/ SMEs for review and acceptance of procedures.
- Ensures the awareness on the management systems through updates, implementation guidance among OQ E&P staff (ranging from awareness to expert levels).
- Plan and execute the HSE IMS reports, updates, forecasts, progress reports, distribution matrix, and delivery of these to leaders and teams including monthly reports, data analysis, and Trends.
- Plan and coordinate the HSE IMS audit in collaboration with internal & external HSE Auditors and other Subject Matter Experts (SME) to identify areas of improvement in the implementation of the HSE IMS across OQ E&P sites, operations, and contractors.
- Support the projects to establish the HSE IMS from both external and internal liaisons.
- Promote the use and improvement of virtual Data/Document control for files related to HSE IMS.
- Promote and lead best practices to ensure Contractor(s) adherence to HSE IMS defined Specifications and Procedures (timely delivery, quality assurance, Company reviews).
- Keep OQ IMS updated regarding any statutory/ legal/ regulatory/ technical changes through Gap analysis and internal/external audits.
- Update HSE IMS corporate library to locate, gather requested information such as letters, templates, reports, drawings, files.
- Participate in periodic HSE Assessments required to monitor the effectiveness of HSEMS, including worksite inspections, contractor audits, incident investigations and HSE program reviews.
- Manage the department training needs relevant to HSE and/ or IMS requirement.
- Conduct frequent site visits to all OQ E&P assets as and when required to review document and their effectivniess of implementation, seek feedback from all SMEs on effective implementation and/ or any changes required.
- Assist the department manager on other HSE related tasks/ studies as assigned by the direct line manager.
- Laiasion and engagement with external parties as a member of HSE committee in review/ creation of HSE related standards such as but not limited to OPAL.
Key interactions
Internal: Liaise with colleagues and stakeholders for day to day work.
External: Contractors, vendors national government offices, external consultants
Notable Working Conditions. Office environment, frequent travel, and visits to the operational sites. Moderate to intensive computer screen use.
Education requirements
Minimum qualifications for this position is a Bachelors degree in engineering and safety science or equivalent, holder of NEBOSH IGC would be a plus.
Language requirements
Excellent knowledge of written, read, and spoken English (required) Arabic - Native (desirable)
Background and experience
Competencies and skills
- 5-8 years of relevant experience in a similar role or an HSE position within an Oil and Gas industry preferable in Upstream operations.
- Comprehensive & Solid knowledge of HSE Management System and the fundamentals of HSE aspects (HSEMS, HSE plans, Hazard and Risk Assessment, Permit to Work System, Incident Investigations & Root cause analysis, Energy Isolation systems, Confined Space requirements, Lifting & Excavations works, machine/ equipment safety).
- Solid knowledge HSE Integrated Management System and all related ISO Certificates such as but not limited to ISO 9001, ISO 14001, ISO 45001.
- Knowledge of local HSE regulations MD 286/2008, OPAL Standards.
- Knowledge of relevant International HSE related standards IOGP, OSHA, ISO, NFPA
- Adaptable and motivated general management strategist who relishes challenges.
- Experience in HSE audits preferably a certified ISO 45001 Lead Auditor.
- Knowledge of HSE systems & techniques such as:
- INTELEX HSE reporting system.
- User knowledge of SAP system.
- Experience in Records Management principles and implementation methods.
- Occupational Health & Safety Management System- development, review, and implementation.
- Ability to prepare, update, and draft policies, procedures, and guidelines Previous experience in both Document & Data Management is preferred.
- Substantial experience as a Data and /or Document Management Lead in Capital Projects.
- Strong Computer skills with skill level experience in using Company standard document control and document management systems and using (at least some of) project reporting software such as PowerBI, Crystal, Business Objects, MS Access, and Excel is essential.
- Good working knowledge of the Project Data Control and relevant processes.
- Sound understanding of the IMS SoW and Information Specification, Design Engineering Practices Engineering Information Specification (EIS), and the related documents.
